States to Watch in 2026-2027

New York has two active bills (SB 2614, AB 6027) proposing a 30.5% tax rate. Both are in committee. NY would instantly become the largest US iGaming market by population (20 million adults).

Illinois reintroduced HB 4797 and SB 3723 with a proposed 25% tax. Similar bills died in 2025. The state already has a large sports betting market, which usually precedes casino legalization.

Virginia advanced two bills in 2026 but the House and Senate could not agree before the session ended. Both bills include reenactment clauses, meaning the earliest possible launch is 2028.
