MI Gaming Control Board (MGCB)

WV Lottery Commission

CT Dept. of Consumer Protection
Only two operators allowed: Mohegan Sun (DraftKings partnership) and Foxwoods (FanDuel, Fanatics). This tribal duopoly means fewer choices but strong regulatory oversight. The limited competition also means smaller bonuses compared to NJ or MI.
Delaware Lottery
Technically the first state to legalize (2012), but the market is tiny. Three platforms (Delaware Park Online, Bally's Dover Online, Harrington Online) all run on the same Delaware Lottery backend powered by 888. Limited game selection compared to NJ or PA.
RI Dept. of Business Regulation

Pending (tribal-exclusive)
Governor Mills allowed LD 1164 to become law in early 2026. Four Wabanaki tribal nations (Penobscot, Passamaquoddy, Mi'kmaq, Maliseet) will each get one license with a third-party partner. Caesars and DraftKings have existing tribal partnerships. Oxford Casino filed a lawsuit to block the law. Earliest launch: late 2026.
States to Watch in 2026-2027
New York has two active bills (SB 2614, AB 6027) proposing a 30.5% tax rate. Both are in committee. NY would instantly become the largest US iGaming market by population (20 million adults).
Illinois reintroduced HB 4797 and SB 3723 with a proposed 25% tax. Similar bills died in 2025. The state already has a large sports betting market, which usually precedes casino legalization.
Virginia advanced two bills in 2026 but the House and Senate could not agree before the session ended. Both bills include reenactment clauses, meaning the earliest possible launch is 2028.
